Fort Nomur overlooks the disparate Lower City, and its inhabitants from atop the district's highest mound. It is here that the King's loyal commanders often operate and ensure the security of the people of the Lower City more directly, or tyrannize them. During wartime, the fort resides within the Lower City in order to easily dispatch troops to defend that district of the city of Lensia. It is a chief garrison for the soldiers of the Royal Army. The soldiers/patrols of this Fort are notorious for their far more strict and merciless behavior, since they are often responsible for dealing with what they'd consider the "scum of the Earth."
The Drowned Wench is a popular tavern within the Lower City, and is Lensia's largest. It serves as an escape for many of the impoverished souls of Lensia, but can be a place for merriment and celebration. Secretly, it serves as the Thieves Guild's base-of-operations where the Doyen of the Thieves Guild can meet with other members either in the back of the tavern, or in its cellar.
